A report from the Lagoon of Venice, in The Ecologist, March 2003

I wrote this essay for the rewiew AreaVasta in October 2003. It was published in the issue 6/7, Anno 4, July 2002- June 2003, printed in March 2004. I tried to explain what the Lagoon of Venice is, how it was wisely managed for 1000 years by the Serenissima Republic and how and why they are destroying it in XXth abd XXIth century

The original title is “Summary conclusions of the review made by the Commission for the assessment of environmental impact about the general project of the interventions at the lagoon mouths to regulate the tide flows”. It is the document delivered to the Ministry of the Environment in December 1998.

Paolo Lanapoppi is the president of "Pax in aqua" (Peace in Water), an association that fights the wave motion, a factor of degradation of lagoon and palaces and an obstacle to a soft use of the Lagoon of Venice. In this letter, published in the Gazzettino of Veniceon the 8th of January under the title “Sublagunar (underwater) subway, between perplexity and indecision”, Lanapoppi points out a serious deficit of our democratic society. An utmost serious deficit because, along with the lack of a widespread information, there is an

increasingly more pervasive, deafening and sneaky propaganda. Is there democracy without information?

Francesco Erbani ends his series of essays about Italian landscapes with an article about the Venice Lagoon, featured in 20 September 2003 Repubblica; here, perhaps for the first time, voice is given to the point of view of MoSE adversaries. Below it, a box about “The reasons in favour of MoSE”. We are confident that when the newspaper will talk about the activities of “Consorzio Venezia Nuova” (New Venice Consortium – the firm appointed for the building of the MoSe), it will publish a box for “The reasons in favour of the Lagoon”, too.

A letter from Andreina Zitelli, professor of Environmental Hygiene at IUAV – University of Venice, points out the issue, neglected until now, of the damage that the high tide regulation project (MoSE) would cause to the fragile ecological system in the Venice Lagoon. Piero Bevilacqua is a great historian. I recommend everybody at least three of his books: On the usefulness of history (Sull’utilità della Storia), Venice and the Lagoon (Venezia e la Laguna), Between nature an history (Tra natura e storia). I did not like a presentation of his book on Venice. That is why I wrote him the following letter that I publish together with his reply.

Fabrizio Bottini suggested me (and translated in Italian) this part of the paper of Sir Colin Buchanan (Traffic in Towns. A study of the long term problems of traffic in urban areas. Reports of the Steering Group appointed by the Minister of Transport, Her Majesty’s Stationery Office, London 1963): a veritable milestone of modern urbanism.

The Ecologist, March 2003 – “This month a construction consortium will start pouring millions of tons of rock and cement into the Venice Lagoon – one of the Mediterranean’s most important wetlands. The consortium claims the dam project will 'save' the city from flooding. But the project failed its environmental impact assessment, threatens the ecology of the lagoon and – with global warming and rising sea-levels – may not even protect Venice anyway. Tony Zamparutti reports from Italy”.
